THE DEFENCE POLICY WHICH SHOULD
CHARACTERIZE THE NEW ROMAN
EMPIRE OF THE WEST; THE EUROPEAN
UNION.

The present expansion (1986-1992), and disarmament
policy which exists today (1986) between the United States of
America and the Soviet Union, is not based on a moralist
awareness of the inappropriateness, dangers and risks involved
in maintaining and developing an army and much less in the
aspirations of idealistic peace. It is based on the enormous
cost and economic bankrupt which threatens the great world
powers, their overburdened economy and deficit, with the
continuation of an irrational and unnecessary army.
The present disarmament policy of the great world powers
is the product of the burden of the enormous costs, not
its inappropriateness. The United States and the Soviet
Union have exceeded the limits of rationality by
accumulating thousands of rockets and nuclear bombs and
by having an enormous capacity for mutual destruction.
Continuing and army in the actual levels has proven to be
irrational when for example, mankind can be destroyed
with only five hundred nuclear bombs.
Under these circumstances, in which nothing is gained
by the continued manufacturing of thousands of rockets
and nuclear bombs for storage, and considering that in
a war conflict there will be no time (nor need) to use
them because the capacity for mutual destruction of the
United States of America and the Soviet Union is more
than guaranteed with five hundred nuclear bombs – just
to cite an example- it is necessary and wise to limit
the army and negotiate a disarmament based on realistic
and just evaluations for the great world powers. This
disarmament would hold the mutual destruction ability of
the great world powers and with it, avoid surprise
attacks on either sides.
Thus, the armaments race should be limited and some
disarmament agreements should be agreed upon because of
the assured mutual destruction ability and the terror
balance of the great world powers.
The modernization which characterizes the military
technology of today, (a nuclear rocket from West Europe
can destroy Moscow, and a nuclear rocket from a Soviet
nuclear submarine can destroy Washington in only six
minutes), makes it unnecessary to continue the development
of the armaments race which is in no way going to change
the balance of power of the great world powers and which
by cutting the time necessary for nuclear rocket to reach
its destiny, also reduces the possibility of contest and
detention of a nuclear war which because of human errors
or unsolvable political crisis can develop or threaten
to breakout.
The desire to maintain the mutual destruction or terror
balance which guarantees the pacific coexistence between
the great world powers increases the possibility of
maintaining, under adequate control, the development of
events which, in different situations and without the
existence of that power or terror balance could permit
the development of a nuclear war.
This means that the actual disarmament policy of the
great world powers, more than a moral value, have a real
value of recognizing an historic situation in which the
capacity and power of destruction of mankind has reached
the most frightening limits ever known to history because
it can destroy mankind and the Planet Earth.
The present destiny of mankind is defined under this
spade of Damocles which constitute the nuclear arms, that
are always ready to be used to destroy the world. The
European Common Market (the European Union), will
have to take part in this political reality. In order to have
this power, it will inevitably have to have a military
capacity sufficiently powerful to gain world respect. It
will also have to have the power of decision and force in
solving and developing world events and problems.

power of the North American Treaty Organization (NATO).
The defence of Western Europe of the European Common
Market should be and reinforced through
NATO. For this, Western Europe must develop its own
independent military technology and power through the
Common Market. The technical capacity to create and
develop the necessary armaments to maintain this
independence already exists in Europe. They may also
substitute the North-American technology and armaments.
The friendship bonds and military alliances of Western
Europe and the European Common Market (the European
Union), with the United States of America, should be
maintained and reinforced to the extend possible.
We say to the extent possible, because the political,
economic and military power of the Unified Europe of
1992 of the Common Market (the European Union), is
going to be superior of the United States of America. As
such, it is going to change the nature and sense of
relations between the countries of the European Common
Market or the New Roman Empire of the West (the
European Union), which are going to be substituted as
world powers in the Western World, by the New Roman
Empire of the West.
The New Roman Empire of the West (the European
Union), with greater power and better policy and
development is going to be able to dictate the policies
and guidelines which, the United States will not be able
to point out or prompt in the world, because of its null
and void imperialistic-capitalist policy.
From 1992, with the existence and development of the
European Common Market or the New Roman Empire
of the West (the European Union), the United States of
America is going to be a second or third world power.
This is why we anticipate a sort of isolationism of the
United States of America in political world events and
Problems. The United States of America is going to lack
The power and force it has today, to solve world problems.
The fact that the United States, regardless of being a
great world power today, (and in some sense the most
powerful country in the world) is a backward and inferior
country in comparison opposed to the Unified Western
Europe of 1992 which represents the countries of the
European Common Market (the European Union), proves
that our affirmations are correct. We can point out this
backwardness in all aspects.
a. ECONOMIC: By the unjust distribution of the
national riches which characterize the United
States of America, where more than forty
million North-Americans are condemned to live
under conditions (in 1986) of extreme poverty. In
this country there is no social medical assistance
nor free universities. It is the most indebted
country in the world because of the great
deficit in the balance of payments in the
North-American economy. These problems
prevent the United States from successfully
developing its economy to face the challenge
of the XX1 Century.
b. SOCIAL AND POLITICAL: Contrary to the
countries and people of Western Europe,
North-Americans lack culture and refinement and
Have a low standard of living.
c. MILITARY: The United States already lacks the
economic capacity to be able to continue, on
a long-term basis, the development of the
armaments race which should allow it to create
the sophisticated armaments which the future
military technology demands and which are
already materializing in Europe. The
North-American bellicose industry cannot compete
on a long-term basis with the bellicose
industry of the countries of the European
Common Market which, will have its own rockets
and nuclear armaments, satellites, astronauts,
etc., in the immediate future.
This means that by the middle of the next decades, the
United States will be a second or third world power as
compared to the Western Europe of the European Common
Market (the European Union). The Common Market should
try to maintain the United States as an allied. However, this
alliance is going to lack the present North-American power
or influence over European decisions and policies in the
political, economic and military order.
Therefore, for 1992, we have a European Common Market
free of the influences imposed by the inconsistent
North-American policy, which is more characterized by its
imperialistic nature and phases, than by its adequate and
just proceedings.
Under circumstances in which the power and political,
economic and military forces of the countries of the
European Common Market (the European Union) are
going to constitute the New Roman Empire of the West,
we have a new power whose force should be directed and
utilized to represent and defend the best interest of mankind.
In this sense, we point out herein, that the power and
force of the New Roman Empire of the West (the European
Union), should be used, not to defend special and egotist
interest of new great world power or of old great powers,
but rather to help transform the world and built that
society of justice, peace, development, happiness and
progress which mankind has always dreamt of having.
All this can be made possible by the creation of the New
International Economic Order and the pluralistic world
Economy which we propose and defend in this Project 666.
This New Economic Order can also abolish the world wide
External Debt (including North-America), and solve the
political-social problems which presently afflict humanity
by putting an end to famine, poverty, illiteracy,
underdevelopment and backwardness of the world and
guaranteeing all the nations of the world the security
and dignified existence to which they are entitled.
All this can only be achieved, with the use and
materialization of Project 666. Project 666 is going to
have such power, that it is going to offer mankind a
development, progress and happiness, without precedent.
In this respect, we wish to point out with the capacity
and future vision which characterizes me, that the
Jewish-Palestine problem is going to worsen to the extent
that it will be a great threat to the world. The solution
to this problem is only possible through the “666 Peace
Plan to solve the Jewish-Palestine problem”, and the
power and force of the New Roman Empire of the West
(the European Union), is going to materialize and support
said plan destined to avoid the outbreak of a new world
nuclear war trough the great crisis which is nearing as a
result of the Jewish-Palestine problem.
