Chapter XVII. THE POLICY OF THE NEW ROMAN EMPIRE OF THE WEST (THE EUROPEAN UNION), WITH RESPECT THE UNITED STATES, THE SOVIET UNION AND THE REST OF THE WORLD. (Wrote by The 666 in 1986) ("Project 666" by Michel Smiely "666"). This policy should be elaborated based on concrete realities: The United States of America are and should continue being an allied of the European Common Market or the New Roman Empire of the West (the European Union). The European Common Market, with the strength and superiority of its new social-economic system must help to transform the United States and change its imperialistic political tradition Which cannot be supported by the European Common Market. This may be possible with the utilization of the North-American reality itself. The United States is facing great economic problems. They need help to put on a sound basis their economy and equilibrate their balance of payments. The best support which may be given to the United States in this aspect (and to the rest of the world in general) is the reduction of the armaments race and the recognition and acceptance of part of the countries of the European Common Market of defending and covering their own security expenses. This would provide the United States with great part of the capital necessary to put on a sound basis its economy and face the serious social problems. This is so, because as we have very well explained, the cost of the armaments race threatens to destroy the already mistreated economy of the great world powers. This means that the reduction of same would free dozens of thousands of millions of dollars (totalling hundreds of thousands of millions of dollars) which could be used to solve the principal social problems of the world. In the specific case of the United States of America, the rearm of Western Europe (already carried out through NATO) and the establishment of a defence policy proper of the countries of the European Common Market which neither needs the presence of arms nor North-American troops in Europe, would allow the United States to dispose of thousands of millions of dollars to put on a sound basis their economy and solve very important national social problems.

For example, the creation of a socialized medicine in the United States, a general medical insurance which guarantees medical assistance to the North-American people costs, according to calculus made by the North-Americans themselves close to forty thousand million dollars. The establishment of free universities, as already exists in the majority of the European countries would also cost thousands of millions of dollars. This means that by the mere fact that Western Europe pay the expenses of its own defence, the United States would possibly have sufficient money to start solving its great social problems. The Soviet Union (and the rest of the socialist countries) would also receive the same benefits if the agreement would be reached to reduce the armaments race and a rational disarmament which would never harm its respective securities. Dozens of thousand of millions of dollars would be available to put sound the economy of the Soviet Union and the socialist countries and to develop and modernize its industries and economies and also raise the standard of living of its respective countries and great popular masses. The realization of all this (the historical process is already in force), would also mean to the great world powers of today, a complete change of policies and influence of certain world interests because by entering the international political ambit a new world force which facilitates and guarantees the disarmament, in this case the New Roman Empire of the West (the European Union), the United States and the Soviet Union have more liberty and greater resources to dedicate themselves to solve the great economic and social problems. With the establishment of the countries of the European Common Market or the New Roman Empire of the West (the European Union), as a world power and super power, the United States and the Soviet Union face the new situation because they are neither the owners of the world nor can they share the world. The counterbalance is historically altered and the need of coexistence over truly rational and just premises is inevitable since the New Roman Empire of the West (the European Union), rises with the capacity of free commerce in the United States and the Soviet Union, disarmament agreements which would influence the external policy and the defence of these two great world powers just to cite an example. No one could prevent these agreements and everyone must accept them. This also mean that the countries of the European Common Market or New Roman Empire of the West (the European Union), can create in the world an extension and coexistence which guarantees among other things, the end of the support of dictators and unpopular governments and the solution to social problems at world level with the application of the new type of policy which should characterize the countries of the European Common Market and which we promote and defend.
